Vulnerability and Adaptation to Climate Change in Water Hazard Assessed Using Regional Climate Scenarios in the Tokyo Region
Koji Dairaku (National Research Institute for Earth Science and Disaster Prevention)

Major Achievements
FY 2010
Overview
This project focuses on research and development of a simulation technique which provides scientific knowledge for local adaptations planning and reviewing. The target is Tokyo metropolitan area, and the goal is to ptovide a life which adapts to low-carbone society and climate change.
Subject Area
Tokyo metropolitan area (Tokyo Metropolitan, Kanagawa Pref., Saitama Pref., Chiba Pref., southern Ibaraki Pref.)

Organizations

Joint research institute: National Institute for Environmental Studies
Partner institute: Meteorological Research Institute, University of Colorado, Japan Agency for Marine-Earth Science and Technology, Non-Life Insurance Rating Organization of Japan, Ibaraki University, University of Tsukuba, International Institute for Applied Systems Analysis, Local governments in the Tokyo area
Wind and flood damage in the Tokyo area

Climate change adaptation measures should be reviewed, and the impact attribution and vulnerability of social system have to be considered. It is because the current regional planning might not cope with synchronicity of extreme weather by the change and the rising sea revels. This project targets to develop 2 simulation techniques for Tokyo metropolitan area: local climate simulation technique with land use change scenario, adaptative simulation technique based on vulnerability assessment of wind and flood damage. They are necessary for scientific knowledge for adaptation planning and reviewing by local governments.

Projects on climate scenarios / Innovative Progam of Climate Change Projection for the 21st Century / Projects by Ministry of the Environment(S-5、S-8) / DIAS (national critical technology) / Platform of disaster risk information / JST Center for Low Carbon Society Strategy / Coordination / Cooperation Theme 1: develop local climate simulation technique with land use change scenarios - Develop the technique with 5km horizontal lattice spacing Review the development method of high resolution land use change scenarios and its indeterminancy Theme 3 : develop adaptive simulation technique based on vulnerability assessment of wind and flood damage - Vulnerability assessment of wind and flood damage in the Tokyo region
Adaptive simulation with the applied urban economic model which considers the assessment
- For offering scientific knowledge to adaptation measure planning on local disaster prevention and environmental measures, such as wind and flood damage - For reviewing how the sustainable metropolitan area, which adapts to climate change, should function
